Open a new image 600x600
Open Element 60 and paste as a new layer
Position on the top right - Duplicate - Image - Mirror - Merge Down
Open Element 56 and paste as a new layer - Position on the bottom of the tag
Open Element 2 and paste as a new layer - Position on the bottom right - Resize by 40 -Sharpen
Open Element 52 and paste as a new layer
Resize by 80 - Position in the centre
Open Element 54 - Image - Mirror - Resize by 60 - Sharpen and position on the top left
Open Element 4 and paste as a new layer - Resize by 50 - Sharpen and position on the bottom right of the star layer
Open Element 7 - Resize by 90 - Sharpen and position in the centre
Open Element 53 and paste as a new layer - Resize by 90 - Sharpen - Position on the left of the tag - Apply Gradient Glow - Thin - 7 - Green
Open Element 51 and paste as a new layer - Resize by 70 - Sharpen - Position on the left of the cake layer
Open Element 48 - Paste as a new layer - Resize by 70 - Sharpen - Place on the top right - Apply Gradient Glow - Thin Green and then Thin White
Open Element 55 and paste as a new layer - Resize by 60 - Sharpen - Position on the bottom right of the wordart and move underneath
Open Element 8 and paste as a new layer - Resize by 30 - Sharpen and position on the top of the wordart layer
Open your tube and position in front of all the layers - Apply Gradient Glow at the settings above
Open Paper 10 and paste as a new layer - Send to the bottom and apply a mask of choice - Merge Group
Add drop shadows to your layers - Merge Visible
Add correct copyright and licence information - Merge Down
Save as a png - Add your name - Save again - Done
